ESP3: Training of Trainers (ToT) on SEA for Environmental Research Centres: Roll Out in Medan and Makassar (Ambon)

Provide support to KLHK Directorate PDLKWS in coordination with BKPSL to improve capacity and knowledge on SEA for ERC-Duration: October 2017 – December 2017

This is the background and justification for ESP3 support to SEA capacity building within ERCs. A first series of SEA training were conducted during the period September to December 2016, beginning with a Training of Trainers (ToT) event on SEA for 10 Master Trainers, who are experienced SEA and EIA experts, selected from leading/major ERCs. The ToT for Master Trainers was conducted by a team of recognized national and international SEA experts. Once trained, six of these Master Trainers then planned and conducted two ‘training of trainers’ events, in Solo and Makassar, respectively. Both trainings invited environmental experts who were selected from ERCs under all BKPSL regional offices.

Obviously, the 2016 ToTs could not cover sufficiently all eight ERC regions in Indonesia and additional ToT in SEA is therefore required. The vision is that the SEA Trainers, once trained through the ToT events by ESP3, will continue to train ERC experts in a gradual cascading process until SEA expertise has been created/strengthened at most ERCs across Indonesia. To complete the creation of a cadre of SEA trainers at the eight ERC regions, ESP3 will therefore support two additional SEA ToTs events in Medan and Makassar, respectively. Trainees will be environmental experts from all BKPSL regional offices, divided into two groups – participants from the western Indonesia region will be trained in Medan while participants from eastern Indonesia will be trained in Ambon. he actual training will be conducted by the six Master Trainers, in close collaboration with the consultant. BKPSL will be the formal host for the two training events.

The objective of this assignment will be, in close collaboration with the group of previously trained Master Trainers and in coordination with BKPSL, to plan, prepare and successfully carry out two ‘SEA Training- of-Trainers’ events, one in Medan (North Sumatra) and one in Ambon (previously defined is Makassar – South Sulawesi).
