TOT SEA – Cascade Based Training for ERCs

The objective of this project has been to prepare the basis for an SEA capacity building programme and to test and start implementation of a cascade training programme in SEA application at national and selected local level, as mandated in TOR through training of trainers (ToT) in four regional Environmental Research Centres (ERCs). It was not the purpose of this project to train end-users at local government level, but only to improve SEA knowledge and capacity in ERC, and to enlarge their perspectives with respect to SEA. Remarkably, the total participants involved in this TOT (46 participants) have covered 8 coordinating ERCs. There are 34 participants from ERCs; 1 participant from Environmental Agency of South Sulawesi Province – BLH Propinsi Sulsel; 11 participants from KLHK. Out of 46 participants, 26% are women and 74% are men.
Three main stages form this cascade concept for ToT defined as follows: training master trainers at national level in Jakarta (12 participants), piloting master trainer build capacity in delivering training (15 participants) and rolling out ToT at regional level (19 participants). This sequence of three stages enabled a learning process, with Master trainers engaged in a very intensive training atmosphere, where team work and collaboration was highly stimulated. Master trainers throughout the three stages were also exposed to different participants and communities. Still, this three stages ToT can only cover 25% of total ERCs in Indonesia although it has been spread in 8 regional areas of ERCs.
The involvement of KLHK staffs in this ToT was not meant to serve at preparing them to be the trainers for local governments, instead the purpose was twofold: to increase their knowledge on SEA and already initiating their close interactions with different regional ERCs, as it is KLHK expectations to have ERCs to be their partners in the regions for further SEA implementation in the future. Taking that momentum and also to practice working together in small group during the training exercises have created a very good “connection” and extended their networking accordingly.
