ESP3: Technical Assistance to the Ministry of Environment and Forestry for common understanding and guidance on SEA
Provide support to KLHK Directorate PDLKWS to improve technical capacity and knowledge in the preparation of SEA Guidline-Duration: December 2016 – August 2017
The overall objective of the consultancy is to support Ministry of Environment and Forestry (MOEF), Ministry of Home Affairs (MOHA) and other relevant ministries in reaching a common understanding of the principles, concepts, methodologies, tools and diversity of applications of SEA in the Indonesian planning, policy and programme in the context of sustainable development. The specific objective of this consultancy is to provide support to KLHK Directorate of PDLKWS to improve technical capacity and knowledge in the preparation of SEA guidelines.
The activities that performed during the project consists of technical assistances to the MOEF for developing draft of SEA MOEF Decree by a series of meetings, discussion, and consigneering within scope of MOEF and another ministries. These activities held to get good input for draft of SEA MOEF Decree. The total meeting that has been done almost 40 meetings. These meetings consist of meeting with Directorate of PDLKWS, inter-directorate in the scope of MOEF, and related Ministries. Besides, the other activity is sectoral guidance workshop on lessons learned on SEA for RPJMDs, RTRWs, and/or other PPPs with SEA task-forces.
The output of the project are the draft of MOEF Decree as development from Government Regulation No. 46 Year 2016 and Law No. 32 Year 2009 and also the input on good practices for environmental protection and management plan (RPPLH) and a manual that contain how to plan and implement SEAs on different sectors.
