The Catalogue is created for the purpose of providing brief information on the legal basis for SEA implementation and some SEA implementation practices against the typology of Policies, Plans and Program (PPPs) that implemented in Indonesia. The SEA Catalogue is intended to provide additional reference to SEA practitioners regarding the all implementation of SEA in Indonesia in the past which has followed the international best practices. Since 2007, SEA has been piloted and synergized on policies, plan and programs in various locations based on the implementation guidance as stipulated in the Ministry of Environment Decree No. 27/ 2009 (Permen LH no.27/2009) which was later superimposed by the Ministry of Environment Decree No. 9/2011 (Permen LH no.9/2011) on General Guidelines of SEA and Ministry of Home Affairs Decree no. 67/ 2012 (Permendagri no.67/2012) on Guidelines for SEA Implementation in the Formulation or Evaluation of Regional Development Plans. There are hundreds of SEA that have taken place in Indonesia and which certainly can be used as lesson learnt and additional reference for the development and implementation of SEA in the future.
SEA Catalogue is targeted for all SEA practitioners in the regional level from the government agencies, universities, NGOs and consultants/professionals. At the moment there are 549 autonomous regions (provinces, regencies and municipalities) which are all obliged to conduct SEA for their spatial and development planning. Therefore, most examples of SEA implementation practices shown in this catalogue are on the regional level. It is expected that this catalogue can also benefit many SEA practitioners at the national level.
